Billy is a human boy character from the Japanese company Sanrio. He is friends with Patty & Jimmy. Billy wears a red and white horizontal striped shirt, blue jeans, and blue sneakers. He carries a red satchel with his name on the side. His hair is yellow and shaggy, his eyes are solid black circles, and he has freckles on his cheeks.

Shortly after Patty & Jimmy were created, Roko Maeda decided to create new friends for Patty and Jimmy, believing there wasn't much you could do with only two. Soon, a chubby girl and a boy with freckles were made. She chose the name Billy because it had a western movie, tough-guy feel to it, which also suited his personality.
