The Phantom Herb Thieves (怪盗ハーブ団, kaitō hābudan) are a trio of primary antagonists in the first season of Jewelpet, they work under Diana as a way to steal the missing Jewel Charms and sell them off to become rich. They help Diana by following the targets of her dark magic and then striking whenever a Jewel Charm appears, though they usually end up failing once the charm is opened by Rinko and Ruby.
